#LatePost After a memorable tenure of 22 months as District Collector Jalore, now I have joined as Collector Barmer recently in mid-February.Jalore was my first DM assignment, so it will always remain very very special. I learnt lessons of District Administration including Law and Order management, Disaster management and Election Management here.Today, when I look back, I find some important things, which I learnt or I could deliver / achieve with the help of Team Jalore :-- Effective implementation of various welfare schemes of Social Justice Department. - National Silver Medal in 2023 for efforts for TB eradication by Ministry of Health and family Welfare, Government of India - Significant improvement in Women’s health through ‘Anemia Mukt Jalore’ campaign.- Ensuring implementation of Smart Classes in all Senior Secondery Schools under ‘Mera Vidyalaya- Mera Abhiman’ campaign - Effective Grievance Redressal on Sampark portal. - Effective Disaster Management during floods due to Biparjoy Cyclone in June, 2023. Jalore was the worst hit district. - Election Management of Jalore and Sanchor during Assembly Elections 2023. I was conferred State Level Award presented by Hon’ble Governor Rajasthan on 25 January 2024- Special pursuance and monitoring of various Infrastructure projects including conservation and promotion of Tourism, Art and Culture. Grand celebration of ‘Jalore Mahotsav’ twice. My first District will always be remembered and cherished. Too much of corruption in district of jalore faced by people due to bad road conditions. Bharatmala project has taken away crores of land from farmers @ 1/10th price due to low DLC rates in this district compared to market value

The Supreme Court in "JAIPUR VIDYUT VITRAN NIGAM LTD. VS. ADANI POWER RAJASTHAN LTD., Diary No. 21994/2022" held that after the disposal of the matter, filing of the post-disposal miscellaneous application is not permissible in the normal course, but only in rare circumstances as the Bench that heard the matter does not retain jurisdiction to entertain an application after the appeal was disposed.“A post disposal application for modification and clarification of the order of disposal shall lie only in rare cases, where the order passed by this Court is executory in nature and the directions of the Court may become impossible to be implemented because of subsequent events or developments. The factual background of this Application does not fit into that description.”To this effect, the court relied on its judgment of Supertech Limited-vs- Emerald Court Owner Resident Welfare Association & Others, where a two-judge Bench examined the maintainability of miscellaneous applications “for clarification, modification or recall”.Terming such an application as an abuse of process, the court in Supertech Limited observed as follows:“The attempt in the present miscellaneous application is clearly to seek a substantive modification of the judgment of this Court. Such an attempt is not permissible in a miscellaneous application."

A ground report from an Uttar Pradesh state village in India showing how various schemes from the central government by Mr. Modi has benefited the rural households in terms of getting access to housing / cooking gas / toilets in some instances while still deeply affected by the corruption at local levels where local heads demand money to pass welfare benefits depriving poor from access to these schemes. This is how deep rural poor India looks like for those unaware. Uttar Pradesh is the most populous and poorest state in India with a population of almost 250 million. Corruption at local levels is a massive problem in India that prevents many developments at ground root level and more awareness in people for demanding their rights is the only solution for improving the conditions. There are a few startups in India such as Haqdarshak who are trying to bring a model by letting villagers have awareness about various government schemes through their community workers and I hope such startups can address the corruption issues which prevent access of these schemes for the benefits of the villagers to transform ground roots of India. Formulation of welfare schemes for gig and platform workersThe Social Security code, 2020 envisages framing of suitable social security schemes by Central Government for Gig workers and platform workers on matters relating to (i) life and disability cover; (ii) accident insurance; (iii) health and maternity benefits; (iv) old age protection; (v) crèche; and (vi) any other benefit as may be determined by the Central Government. The Centre for Labour Studies, National Law School of India University (NLSUI), Bangalore has been engaged for assistance in framing of a new Scheme for the Gig & Platform workers as well as workers in the unorganized Sector. Memorandum of Understanding (MoU) has been signed by Employees Provident Fund Organisation (EPFO) with NLSUI on 23.01.2023.The States/UTs which have pre- published the draft rules under the code on social security, 2020 are:-Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Mizoram, Odisha, Punjab, Rajasthan, Sikkim, Telangana, Tripura, Uttarakhand, Uttar Pradesh, UTs of Andaman & Nicobar Islands, Chandigarh, Jammu & Kashmir, Ladakh and Puducherry.For further information, kindly refer to the link given below:Press Information Bureau (pib.gov.in)#compliance #litigation #legalupdates #compliancemanagement #litigationmanagement
